I switch rpi3-psci-monitor upstream to freebsd/rpi3-psci-monitor , which is a better clone/fork preserves all the history.

In ports the convention is using -devel suffix for the development snapshot.

ObsoleteFiles.inc is not added as it's not installed by default. But it's also fine to add as there is no harm to be in ObsoleteFiles.inc anyway.
