Summary
ifconfig: Add SR-IOV VF status output

Add NIC-specific VF status to the existing ifconfig -v output. Request
and display the data through ifconfig’s native route Netlink interface.

Group optional identity, initialization, resources, VLAN policy,
administrator policy, protocol, and runtime-blocking fields.  Omitted
fields remain distinct from false or zero.  Refer users to iovctl -L
for device-neutral PCI attachment and passthrough state.

This is a Netlink-native evolution of the original interface by Eric
Joyner.

Kind of related, if I'm not mistaken at the moment changing access VLAN or statically assigned MAC address requires re-creating all VFs. Do you know if something like

ifconfig if0 vf 1 vlan 100

would be possible to implement with ifconfig args parser?

I think we'd separately need to refactor iovctl to use netlink ultimately... how to reconcile the text ucl config and live updates, or don't?
