Will this make 'make universe' noisy I wonder? Perhaps not as this ends up in the _.mips* files in which case this is ok with me.

I would maybe 's/before/in'.

Well, if D32851 goes first it won't be noisy at all.

FWIW I've used "is not available in (or as of) FreeBSD xx" for removal notices.

Presumably we aren't merging D32851 to stable/13 whereas the intention is to merge this to 13 (and 12?)
