Summary

Convert to USE_PYTHON=pep517, at least so it can build on Python 3.12+. Remove old cruft in the process.

Since 71.0.0, dependencies can be de-vendored. Those listed under [core] that do not introduce circular dependencies are de-vendored accordingly.

Test capability to possibly return later.

devel/py-setuptools: update to 75.3.0

75.5.0 is the latest upstream but drops support for Python 3.8 and requires devel/packaging 24.2 starting 75.4.0

19	portclippy --strict, warns about Unknown variables, and recommends prefixing with an underscore.
24	portclippy --strict, suggests moving ${CPE_VENDOR} between ${USES} and ${USE_PYTHON}.
27	portfmt -U, suggests alphabetically sorting these, and to move more-itertools above packaging.
50	All this could be handled with ${EXTRACT_AFTER_ARGS}, which would the disk IO altogether too.

2	This has to stay at 75.3 for now as Python 3.8 is still in the tree, all later versions drop support
