Summary

This change implements a portion of the sched_setattr syscall,
available on Linux. Please note that this change only implements the
scheduler policies that can be mapped on FreeBSD, e.g., SCHED_OTHER,
etc. Other Linux-specific policies, e.g., SCHED_DEADLINE, etc, have not
been implemented as they lack FreeBSD analogs.

MFC after: 2 weeks

Test Plan

Tested with LTP's sched_getattr and sched_setattr tests: P719.
Unfortunately many of the tests rely on SCHED_DEADLINE, so many they fail today (SCHED_DEADLINE doesn't map to any FreeBSD policies out of the box).
