Allow lookup modules to retain nexthop and group pointers directly
without allocating the framework's index and reference tables. Reject
framework batching for these modules, and expose conditional acquisition
of a live single nexthop reference.
Make reference ownership opt-in through FLM_FLAG_OWN_NHOPS. Assert that
these modules do not use the framework's index accessors. Existing
indexed modules retain their allocation and reference handling.
