No need to wait for 15 IMHO, if people want to use ATM they should just use what was available back in 2000

I'd like to do this in 14, but am happy to push it to 15 and update the deprecation messages if we find there are users who need it. It's all pretty self-contained (unlike NATM which included bits in ifconfig, etc).
