Summary

Use the newly defined SRAT/SLIT parsing APIs in arm64 to support NUMA when booted from UEFI/ACPI firmware.

Test Plan

qemu/kvm with numa options and FreeBSD/arm64 with 'options NUMA'
Cavium ThunderX2 (once my server is back after lab move)
