Summary
FIRST_INIT_LINK suppresses redundant PHY reconfiguration during the
iflib init which follows reset recovery.  This is correct when
link_active_on_if_down keeps the link configured.  When that policy is
disabled, rebuild deliberately forces the link down, and suppressing
normal initialization leaves the interface up with the physical link
disabled.

Only record FIRST_INIT_LINK after an OICR reset when the interface is
up and link_active_on_if_down is enabled.  Normal initialization can
then restore the link when the policy is disabled.
