This is necessary for correctness.. but I think it also will allow us to simplify the queue selection code in iflib.
Record pending DCB changes and request an if-up restart instead of stopping the PF VSI directly from an admin event or sysctl. Apply the queue map in IFDI_INIT before configuring LAN queues, after iflib has stopped DMA and drained existing queue users. A closed admission flag alone is not that boundary. Coalesce changes made while down for the next initialization. Propagate queue-map configuration failures through init failure and retain pending policy for retry. Rebuild records DCB replay without adding a second reset request during resume. Serialize DCB sysctl snapshots, policy edits and firmware commands with the context lock, rejecting power/reset transitions and detach. Use a non-blocking acquisition to avoid sysctl-drain deadlocks during detach.
