Summary

Add tgt_pkg_link_tmp_var_tmp to repoint /tmp rows to /var/tmp in
the target pkg database after /tmp becomes a symlink to /var/tmp.

Add tgt_pkg_time_timestamp to set file mtimes and package times
in the target pkg database to NANO_TIMESTAMP for reproducible builds.
