Summary

This patch introduces basic gate control driver for Armada38x SoCs. Each gate controls coreclk output to peripheral.

This implementation depends on clkgen driver for Armada38x.

I changed optional to standard in files.armv7 and removed gateclk from GENERIC and ARMADA38X configurations.
