rG1e45fb397dce: release: Use unprivileged mode for disc1 and memstick

Summary

This change was made for bootonly and mini-memstick in commit
cbba69fb5793.  This work uncovered some makefs bugs, which are now
fixed.  As there are no other known issues, extend this to disc1 and
memstick images now.

The same change for the dvd1 image is blocked on PR 283387.
