In additon to allowing BRANCH_OVERRIDE to work with making releases (and fixing missing jail packages), custom releases most likely will contain a custom kernel.
'make packages' fully supports KERNCONF and creates the properly named kernel package.
This patch extends release to also follow KERNCONF
