Summary
At the FreeBSD vendor summit, it was revealed that modern modems
are a supported use case on FreeBSD via the extremely reliable
u3g driver. Almost no one knows this in our social spaces. People
ask and we've all been saying "I wish", because the HW notes say
nothing in Misc Networks, grepping for "cellular" or "modem" shows
nothing, and `apropos modem` or `apropos cellular` show nothing.

The Misc networks section of the hardware release notes is usually
empty. Attempt to resolve both of these issues by moving the cellular
modem driver from Ethernet to Misc Networks in the Release Hardware
Notes.

Related, fixing this on the other side of the equation (and I'm happy to move that here if preferred): https://github.com/freebsd/freebsd-src/pull/1519
