Summary

C23 (ISO/IEC 9899:2024) is not out yet, but will be shortly.
SVID1 is needed for the history section of memccpy(3).

Test Plan

updated memccpy(3) renders fine with updated mandoc(1).

This is good. Should we try sending it upstream first? Upstream likes git format-patches appended to emails to tech@mandoc.bsd.lv, but the maintainer has to manually approve individuals to be able to post there. I would be willing to do it.
