rP443780: devel/cargo: Update to 0.19.0 + enable on FreeBSD/aarch64

Summary

The port is updated to Cargo 0.18.0: this new version depends on a copy of the libc crate which contains support for FreeBSD/aarch64.

This and the bootstrapped Cargo prepared for D10857 allow us to enable the build on FreeBSD/aarch64.

Test Plan

The build on FreeBSD/aarch64 is UNTESTED. I don't know how to test it so if you have any recommendations, they are welcome!
