rG089eafaff3ec: arm64: Stop setting VM_BCACHE_SIZE_MAX

Summary

It is not set on any other platform besides i386, and the value is way
too low for large servers. This setting comes from the initial import
of arm64 support and so I believe it is no longer needed.
