Summary

timeout(1) is now defined in IEEE Std 1003.1-2024 ("POSIX.1")
and is complaint with the specification.

Since our mandoc version is lacking the new specification,
add it to it.

Obtained from: OpenBSD

201	Don't we need the more vague "is expected to comply with the" since we've not even run the certification tests on it yet, let alone gone for the Open Source cert program?
