Summary

Snps uart driver is UART_FDT_CLASS. FDT probe doesn't get
clock-frequency attribute for nodes with UART_FDT_CLASS and
clk is set to 0. That is causing some messages missing during
boot and some random characters displayed instead.

So having a probe for snps driver with this change to set
clock-frequency in rclk when used with FDT.
