Summary

Enable phy and regulator extres devices. These aren't needed for
existing SoC support, but are of general utility to FDT platforms and
enable out-of-tree work.

Similarly, enable sdhci and mmc.

190–191	Capitalise? Configs seem inconsistent about this, but amd64 and i386 do capitalise these, so I'd prefer it we went with the nicer option
