elements of the short list, except one which was probably meant as last
element of an inner list.

Maybe you are right, I read the document a bit too quickly. But I am still unsure.

Maybe it would look better if we leave the sentence where it is but we remove the bullet indicating new list item only, so that the sentence is part of the block about harassment, but stays out of the inner list. But I am unsure about how this could be done in AsciiDoc.

A month has passed without further discussion of the topic, so I accept dbaio's suggestion and leave the text as it is.
