The commit message should have background about the removal and why we believe it's acceptable (did not actually work, hardware has not been produced for years and has no known users, etc.)

@emaste Intel gave up on XScale in 2006 likely for political reasons with the rising popularity of other ARM implementations. It was used in certain portables like Pocket PCs as well as deep embedded applications like RAID controllers and network processors neither which I have heard being viable at any point with FreeBSD.
