rD53686: Move the Code of Conduct reporting into its own
Summary

Move reporting into its own xml. Link coc from policies.xml. Link coc and reporting to eachother. I did not change any text in either except for the addition of links

This is my first web diff. I tried to follow the style as I understood it. I did run the build successfully and took a cursory look at the generated html.

it looks like you added conduct-reporting.html (the build artifact) not .xml (the source), and that it was not marked as a text file.

The concept seems fine with me and IIRC no one objected at the last core meeting.

I am fine with moving the text, just make sure you svn commit the correct files
