net/rndis: Packet types are defined by NDIS; not RNDIS specific.

Rest of the stuffs prefixed w/ RNDIS/REMOTE_NDIS in net/rndis.h really belong to RNDIS spec :). But packet types are actually defined by NDIS. I actually want to split the NDIS stuffs into net/ndis.h.
