rS297582: Rework BCM283x gpio interrupt controller for INTRNG. It's used on RPI-B
Summary

BCM283x gpio interrupt controller is reworked here for use with new interrupt framework. For now, it works only on rpi-b with enabled ARM_INTRNG. But it will work on rpi2 when local INTC is added.

Test Plan

It was tested on rpi-b.
More testing is very appreciated.
