rS297580: Rework bcm283x interrupt controller for INTRNG and enable it

Summary

The BCM283x INTC interrupt controller is reworked here for use with new interrupt framework. It's enabled on rpi-b but it will be used too when rpi2 local INTC is added.

Test Plan

It was tested on rpi-b.
More testing would be very appreciated.
