arch.7: Move i386, powerpc, and powerpcspe to the discontinued arch list

Other tables retain entries about these architectures since those
details are still relevant for lib32 environments.

So I guess lib32 concern is resolved here?

powerpcspe needs to be dropped because it can't be lib32-ed on ppc64 and I created a revision to drop that in D57103 (please review)

Oh, hrm. 32-bit powerpc is still relevant for lib32 yes.
