14.4/relnotes: add entires to relnotes.adoc

Summary

Information entries added to the relnotes.adoc.
git log releng/14.3..releng/14.4 was used for search (with additional options to filter commits)

  1. all commit with field 'Relnotes'
  2. commit with 'depricate' word in message checked and filtered
  3. commit with words 'vendor, merged from, MFV' and similar checked and filtered
  4. remaining commit messages - search by keyword and manual check.

New created relnotes.adoc did not have 'Wireless' section, it is added.
Section "General Notes Regarding Future FreeBSD Releases" has been copied from 14.3R relnotes.adoc.

Command names were checked and man link added where it was possible.
Some entries could go into 2 alternative section, one of them is chosen.

All 'Sposored by' references are included, if a commit message contains it.
A commit hash trucated to 12 hexdigits.

I continue to look for keywords to locate documentation commits ('Man Pages' section) . Previous relnotes have much more man entries, comparing to this version.

This looks good, in my humble non-authorative opinion I would say, lets get it in the tree and iterate from there.

When we have "if you're using foo, you must do bar before upgrading or you will be bazled", should we put that in Upgrading from Previous Releases of FreeBSD?

I agree with @ziaee, let's get this into the tree and keep working from there. During the release cycle I advertise the release notes as being a work in progress so there's no harm in having something which isn't fully polished yet.
