Network driver support for Alpine platform

Summary

This is a continuation of D2340 and provides support for internal PCI ethernet NIC. This commit directly depends on D2579 and indirectly also on D4879 but I would be happy to receive feedback even though the former are not in the mainline yet.

We have reworked the driver a bit once we finish sanity checks the newer version will appear here, or, if the changes happen to be too big, this issue will be abandoned with proper link to an update. ETA: today/tomorrow, once the HEAD gets back to normal.
