Update German language web-site files based on English version as of 2023-10-16

Summary

The German language translation of the web-site has not been actively maintained for a few years.
This update fixes many deviations (e.g. team members, platforms) and updates lists (e.g. news).
For many per-release files (e.g. announce, release notes) the links have been modified to point at the English language files, to reduce the maintenance effort. This could be changed for new releases, if there is a demand.

Test Plan

Apply patch and verify that links are leading to the correct information pages.
There should be no new dead links (there are some in the English version, anyway, which have been preserved).
The information should be identical with respect to layout and content compared to the English language version.

Please do not delete/update the 14.0R release checksums. Those are actually done by re@ rather than any doc committers.

The rest of it is beyond my language barrier to review. If these two issues are fine it's a go from me.

This is wrong here as there are still the other translations active. Did you do it temporarily for rebuilding the docs? You can pass DOC_LANG="de" to make.

The checksum commits have been performed by Mike Karels, they were included in the uploaded diff since these commits overlapped with my commits and I did not filter by author.
I'll re-upload a diff with only my commits ,,,

This Makefile should not have been committed. I have sped-up the hugo processing time by removing those other languages.

Updated diff, taking comments by bofh@ into account.
This diff is on the English language version as of 2023-10-16 (commit 419be99ba8) and does not contain more recent updates to files that need to be translated (e.g. news).

An update to the state of teh English website is planned after the release of 14.0, followed by regular updates based on commits to the English version, thereafter.
