Update handbook/pkg-files#pkg-message to use sysrc and service

Summary

Certain services still refer to /usr/local/etc/rc.d/name start and edit /etc/rc.conf instead of using sysrc and service.
Updated handbook in preparation for patching affected ports

I think we avoid (or at least, have avoided) "you" in our documentation. So e.g. "Please be sure to refer..."

I've asked in the #bsddocs channel and am looking for a canonical reference.

Write in a formal style. Avoid addressing the reader as "you". For example, say "copy the file to /tmp" rather than "you can copy the file to /tmp".
