Summary

Previosuly driver used generic retune, which will not work for
some boards that require special tuning routines. Regsiter new
method as kernel callback for retune operation.

Abandon this revision as retuning is handled in https://reviews.freebsd.org/D34027 patch, which covers all cases and fixes.
