The community norm in FreeBSD is that "public domain" is fine on trivial files like this. See e.g. include/malloc.h or sys/sys/prng.h.

It's tricky. In this case we *could* add a license (there's not one there now) since one can take things
from the public domain and offer a less-generous license to the public. If it were GPL'd that would
be a different story, or any other license.

However, as emaste pointed out, this file has so little 'creative' content that it's not clear that one
could secure a copyright for it. That's why the norm in the project has been to allow public domain
for files that aren't worth the bother. there are times we don't do that too, but in this case I'd
be inclined to leave it as public domain given the original sources are and should this need to
ever change, we can more easily import those changes in the future w/o conflicts.
