OK from manpages.

Hmm... looking back at my commentary in the PR and how it actually works, I was wrong -- -b and -U aren't mutually exclusive, it's just that -U is completely ignored anyways if we're doing -b mode. I think @olgeni was correct the other way, so let's go that route -- I'm going to restructure this part of bectl_cmd_jail() to make it a little more clear.

ping, I think it would be nice to have this updated documentation for the 13 release
