Update netdata to 1.18.1
Add option for LTO (enabled by default in older versions)
Update configuration sample and remove irrelevant settings for initial setup

Update to 1.18.1

Hi there, i already have it here:

We need to wait for maintainer (or timeout) to merge it.

Remove GH_ACCOUNT variable
Update pkg-descr with correct URL
These changes are taken from D22045 made by Alex Samorukov

Can we abandon this review in favor of the another one?

Sure, why not? My suggestion to abandon it here is to focus in a single place and you will receive the credits too for the changes. It will make easy the review as well as makes the maintainers life easier.

Sure, but I think it's a discouraging way to handle submissions in terms of chronological order.
