Summary

Update netdata to 1.19.0
Add option for LTO (enabled by default in older versions)
Update configuration sample and remove irrelevant settings for initial setup
Includes a few fixes by samm@ (D22045)

Test Plan

Compile and Runtime tested on AMD64, FreeBSD 13.0-CURRENT r354972
Log from Pouderie included{F5913837}

This merges all changes and improvements from D21969 and D22045 as author of D22045 hasn't updated it in weeks.
