Summary

In commit r345845, a portion of documentation for the create subcommand was removed. Specifically, for
creating a snapshot of an existing boot environment. bectl even has a test-case for this functionality.

Removing the sub-command description was discussed at, https://bugs.freebsd.org/bugzilla/show_bug.cgi?id=235850

I'm not sure if it's better to conglomerate all behavior of the "create" command in single
description or to have two seperate "create" descriptions - or possibly a different approach? Either way,
it seems the "create a snapshot of a boot environment" behavior should be described somewhere.

This patch brings back the second "create" description that was originally in place. Albeit, with a few
wording/clarifying changes. Not sure if this is the proper fix, just letting the issue be known.
