Summary

Add tags=package=runtime for password related files.
Add tags=package=sendmail for rc.sendmail
Add tags=package=ipfw for rc.firewall

Test Plan

Tested on a full install from pkgbase.

I would rather just finish moving these as appropriate.. but I can do that later if you want to get this in sooner.
