rS339098: Use nda(4) on powerpc64

Summary

As a tier-2 arch let's eat this change before 12.0. nvme is not stable until D17356 and there are only a few users so far who are in communication with the port devs/maintainers.

Test Plan

Stable on Talos 2 with D17356 applied
