rP472012: Remove an unnecessary variable from CONFIGURE_ENV.

Summary

The default C++ header path is set via --with-gxx-include-dir instead.

Test Plan

tested with base/gcc for 32-bit mips
I made a similar change to devel/powerpc64-gcc a while back
