I meant to comment on this. It's a good change.

Up until about the time of the switch to ELF in 3.x, we could run NetBSD/OpenBSD images and vice versa and this kept the two projects in sync. Around that time coordination stopped, and it stopped being possible to run images across BSDs and nobody cared enough to try to keep it in sync. Now, if someone wants to run NetBSD images on FreeBSD, it would need to be a new compat. NetBSD can run FreeBSD binaries only via a FreeBSD compat they have.
