rP458363: sysutils/devcpu-data Unbreak build by using a cached distfile for amd microcode.

Summary

Used a freebsd.org hosted version of the amd microcode file fetched
in February of 2015. The amd64.org site has been down for a long time and
probably will never come back.

Harbormaster completed remote builds in B14176: Diff 37610.Jan 7 2018, 4:34 PM

Put it in freefall:~/public_distfiles/ and add LOCAL/sbruno:amd to MASTER_SITES

No need to bump PORTREVISION.

Drop PORTREVISION (this fixes the build, not needed)
Use recommended LOCAL/sbruno to indicate where to fetch the AMD microcode tar.
