Summary

This patch adds the EFI KMS API

Test Plan

This code is unmodified from the GELI patch. It has been extensively tested as part of the testing for that patch, and subsequent merges have not affected it.

A simple boot-test of this patch applied to master should be enough.

Some part of this ought to be committed, as it enables TPM support in EFI. It's worth discussing exactly which parts are necessary.

Just to note, also we are going to need mechanism for zfs encryption keys.
