I think my comment from D21503 applies here as well.
While I can see your rationale for this, libraries were explicitly left out of runtime and kept as their own package for the case of an update (i.e., SA or EN).
I'm not sure I agree with this one. Moving required (in some sense of the word for certain things) from the main runtime package feels wrong to me.
