rP560512: www/trac-devel: re-add development version and update it to the latest release

Summary

re-add trac-devel which was removed due to py27 dependency. Version 1.5.2 uses Py3.
Fix dependency list and add new options
Backport patch from SVN to fix --daemon mode
Make portlint -a happy

Test Plan

Built with poudriere on 12.2 and 11.1
Trac was started with a new env and was showing web UI
Build logs are at https://bsd.samm.cz/data/latest-per-pkg/trac-devel/1.5.2/
