drm2: Move files to files.arm and remove the obsolete message

Summary

drm2 is only used by the tegra drm driver.
Move the files to files.arm so everyone attempting to build a kernel
on !arm will have an error. This kernel will only contain the drm code
and no drivers on !arm anyway.
Since it's arm only and tegra have no other usable driver, remove the
obsolete message.
