rS360153: Minimize conditional compilation for handling of M_EXEC.

Summary

This simplifies some planned changes. The performance hit on systems
with VM_NRESERVLEVEL == 0 is going to be minimal, and we enable
reservations on all platforms except mips and powerpc anyway. No
functional change intended.
