Summary

The patch allows to run on unprivileged PF (PFIOV) passed to
a virtual machine.

Sponsored by: Solarflare Communications, Inc.
MFC after: 2 days

Test Plan

Build tested. Driver loaded/unloaded.
It allows to run driver on the unpriviledged PF passed to VM.
Traffic works fine.
