rS322310: Add to if_enc(4) ability to capture packets via BPF after pfil processing.

Summary

This patch adds ability to capture packets using tcpdump() on the if_enc(4) interface additionally after firewall processing.
This is useful for debugging in case, when firewall does address translation.
